Close Guantanamo

Promise: Close the Guantanamo (Gitmo) detention facility.

If the Guantanamo detention facility is closed, the promise will be fulfilled.

How we are defining / determining the Promise:

The detention center will either be closed or not closed.  Changing the name to “Holding Facility” won’t cut it.  The detention center is different than the military base at that location though.  The promise will be considered fulfilled when the detention center ceases its operations in that capacity.
